Alaska Board of Fisheries 2020/2021 Call for Proposal Deadline Reminder
Call for Proposal deadline: April 10, 2020.
The Alaska Board of Fisheries (board) issued its 2020/2021 Call for Proposals on December 27, 2019 seeking proposals for changes in the subsistence, personal use, sport, guided sport, and commercial fishing regulations for Southeast and Yakutat finfish and shellfish, Prince William Sound finfish and shellfish (including the Upper Copper River and Upper Susitna River), and all other shellfish Statewide. The board may also accept subsistence related proposals from other regions if they meet criteria identified in 5 AAC 96.916(a).

The deadline for proposals is Friday, April 10, 2020.

Proposal forms are also available at any Boards Support office. Proposals must be submitted on the current approved form. Any additional information provided with the form, such as tables, Internet web links, or charts, will not be included in the proposal book.

The completed proposal form must contain a contact telephone number and address. Email addresses are appreciated. Please print or type the individual’s or organization’s name as appropriate.

Responsive proposals received by the proposal deadline will be considered by the Board of Fisheries during the October 2020 through March 2021 meeting schedule.

NOTICE OF PROPOSED CHANGES IN THE REGULATIONS

OF THE ALASKA BOARD OF GAME


 

Notice is given that the Alaska Board of Game, under the authority of Title 16, Alaska Statutes, proposes to adopt, amend, or repeal regulations in Title 5 of the Alaska Administrative Code which implement, interpret or make specific the provisions of Title 16.

 

The Board of Game may adopt, amend, repeal, or take no action on the subject matters listed below.  Regulations to be the subject of board action concern the use or taking of game and include the following:

 

A.  METHODS AND MEANS FOR TAKING BIG GAME, GAME, FUR ANIMALS, AND FURBEARERS, including: Lawful methods of taking big game and game including restrictions on the use of cellular and satellite devices, aircraft, airguns, air bows, archery, crossbows, and muzzleloaders; and the taking of bears in dens. Also in this section, lawful methods of taking  furbearers and fur animals including same day airborne take of wolves and wolverine; land and shoot requirements for taking coyotes; the taking of non-target species, and with the use of bow and arrow.

 

B. PERMITS, PERMIT HUNT CONDITIONS, AND PROCEDURES including: Discretionary and required hunting permit conditions and procedures; special provisions for drawing hunts for sheep, goat, brown bear, and moose; permit allocation for residents and nonresidents including second degree of kindred relatives; nonresident guide requirements; restrictions on the number of permit applications; permits for taking wolves using aircraft; permits for possessing live game including hedge hogs, feral game, and the release of feral or stray cats to the wild; permits for falconry including the capture of raptors by nonresidents and changes to the ADF&G Alaska Falconry Manual; permit point system for drawing hunts; party permit hunts; permits for hunting bear with the use of bait including a new definition for “equipment”; bag limits for recipients of Governor’s tags; permits for selling skins, skulls, and trophies; and permits for taking big game for religious and other potlatches and ceremonies.  Also in this section, community subsistence harvest hunt permits conditions; Tier II subsistence hunting permit point system; and provisions for subsistence hunting priority.

 

C.  POSSESSION, TRANSPORTATION, AND USE OF GAME including: The restriction for taking bear cubs and female bears with cubs; sealing of horns and antlers; transfer of possession requirements; salvage of game meat, furs, and hides; sale of brown bear parts; and restrictions to bag limit including sheep, and bag limits for nonresident hunters hunting with resident relatives.

 

D.  LICENSES, HARVEST TICKETS, HARVEST REPORTS, TAGS, and FEES including: Harvest ticket requirements for brown bear; waterfowl conservation tag; and taking of game by proxy.

 

E.   INTENSIVE MANAGEMENT AND PREDATOR CONTROL IMPLEMENTATION PLANS including: Hunting restrictions and special provisions for predation control areas.

 

F.   REGULATORY DEFINITIONS including: “Bag limit”, “youth hunt”, “regulatory year”, “edible meat”, “equipment” for bear baiting, “community” and “group” for community subsistence harvest hunts, “brow tine”, “50-inch antlers”, spike-fork antlers”, “spike”, and “fork”.

 

G. CUSTOMARY AND TRADITIONAL USES OF GAME POPULATIONS including but not limited to: Customary and traditional use findings for migratory game birds in all Game Management Units;

 

H.  GENERAL AND MISCELLANEOUS PROVISIONS including: Hunter education and orientation requirements; licenses and tags; season openings by emergency order; and the policy for changing board agenda.

 

In addition to the statewide topics described above, the Board of Game will also address a proposal deferred from a previous meeting requesting a closure to caribou hunting alongside the Taylor Highway in Unit 20.

 

The board may need to modify other regulations to conform with changes made to statewide regulations related to the topics above.

 

The board will also take action on non-regulatory items during this meeting such as findings including proposed changes to the Nonresident Drawing Permit Allocation Policy (#2007-173-BOG), letters, and delegations, typically at the end of the meeting under miscellaneous business but action may occur earlier in the meeting if necessary.

You may comment on the proposed regulations including the potential costs to private persons of complying with the proposed changes by submitting written comments, limited to no more than 100 single sided or 50 double sided pages, to the Alaska Board of Game, Boards Support Section at P.O. Box 115526, Juneau, AK 99811-5526. Comments can also be submitted online at www.boardofgame.adfg.alaska.gov, by fax to (907) 465-6094, or emailed to dfg.bog.comments@alaska.gov (PDF format only). Comments must be received by Friday, October 27, 2017 to be included in the board workbook.

 

Submission of written comments after the October 27, 2017 deadline is limited to ten single-sided or five double-sided pages in length from any one individual or group and will be provided to the board members at the beginning of the meeting. During the meeting, written comments from any one individual or group may be submitted by hand delivery if 20 copies are provided. Written comments that are submitted are public records and are subject to public inspection.

 

The Board of Game shall consider all factual, substantive, and relevant comments in accordance with the Administrative Procedure Act, Alaska Statute 44.62.210. Comments having disparaging statements or personal attacks will be withheld or redacted.

 

The public hearing portion of the meeting is scheduled for the beginning of the meeting following staff reports, and will continue until everyone who has signed up and is present when called has been given the opportunity to be heard. However, state advisory committee representatives may elect to provide testimony at a later portion of the meeting. Additional public hearings may be held throughout the meeting just before consideration and adoption of proposed changes in the regulations. The board will take oral testimony only from those who register before the cut-off time announced by the board chair at the meeting. The length of oral statements may be limited to three to five minutes, or less for the public and 10 to 15 minutes or less for fish and game advisory committee and federal regional advisory council representatives. Everyone interested in, or affected by, the subject matter contained in this legal notice should make written or oral comments if they wish to have their views considered by the board.

NOTICE OF ADOPTION OF EMERGENCY REGULATIONS

OF ALASKA BOARD OF GAME

 

On August 25, 2015, the Alaska Department of Fish and Game, under a delegation of authority from the Board of Game issued under Alaska Statute 16.05.270, adopted as emergency regulations changes in Title 5 of the Alaska Administrative Code dealing with hunting season regulations for geese:

 

  5AAC 85.065(a)(4) is amended to include the following changes:

1.      (C) Geese,  Canada and cackling combined: Unit 6 (except Middleton Island), the possession limit is increased from two times the daily bag limit (8) to three times the daily bag limit (12).

2.      (D) Geese, White-fronted: Unit 18, daily bag and possession limits are increased from a daily bag limit of 8 birds, 24 in possession, to a daily bag limit of 10 birds, 30 in possession.
 

The emergency regulations take effect August 31, 2015 and expire December 28, 2015. The Alaska Department of Fish and Game intends to make the emergency regulations permanent.

 

You may comment on the proposed permanent regulation changes, including the potential costs to private persons of complying with the changes, by submitting written comments to Dan Rosenberg, Waterfowl Coordinator, at Alaska Department of Fish and Game, 525 W. 67th Avenue, Anchorage, Alaska 99518.  The comments must be received no later than 5:00 p.m. on Friday, October 23, 2015.  Written comments received are public records and are subject to public inspection.

The Alaska Board of Fisheries proposes to adopt regulation changes in Title 5 of the Alaska Administrative Code, dealing with fishery and aquatic plant resources in the areas designated below, including the following regulations:
 
1.     IN THE PRINCE WILLIAM SOUND (INCLUDING UPPER COPPER RIVER, UPPER SUSITNA RIVER, PRINCE WILLIAM SOUND SALTWATER, AND COPPER RIVER DISTRICT) FINFISH FISHERIES; SOUTHEAST AND YAKUTAT FINFISH FISHERIES; SOUTHEAST AND YAKUTAT CRAB, SHRIMP, AND MISCELLANEOUS SHELLFISH FISHERIES; AND STATEWIDE DUNGENESS CRAB, SHRIMP AND MISCELLANEOUS SHELLFISH  FISHERIES:
 
A.    In the commercial, sport, guided sport, personal use, and aquatic plant fisheries: fishing seasons, periods, opening and closing times; bag, possession, size, sex, and harvest limits, harvest levels, thresholds or quotas; bycatch provisions; districts, subdistricts, sections, subsections, areas, and other management boundaries; locations open and closed to fishing; methods and means; gear and vessel restrictions, marking, definitions, operational requirements and limitations, registration and permit requirements; registration areas (including exclusive and superexclusive registration areas), permits, harvest record, harvest marking requirements; management plans for conservation, development and allocation among beneficial uses; guiding principles; require, restrict or prohibit the retention, tendering, sale, release, or purchase of fish; methods of release; registration and reporting requirements for fish guides, guided anglers, catchers, processors, buyers and transporters; onboard observer requirements; fish storage and inspection requirements.
 
B.    In the subsistence fisheries: identify subsistence uses and users; fishing seasons, periods, opening and closing times, harvest levels; methods and means; size, age, and sex limitations; districts, subdistricts, sections, subsections, areas, and other management boundaries; locations open and closed to fishing; gear and vessel restrictions and operational requirements; harvest limits, registration and permit requirements, requirements for marking and possession of fish; management plans for conservation, development and allocation among beneficial uses, and users; identify customary and traditional uses of fish stocks, determine amounts reasonably necessary for subsistence uses, and establish, change or adjust subsistence and personal use fisheries.
 

2.     The following additional topics are added to the Statewide Dungeness Crab, Shrimp, and Miscellaneous Shellfish (except Southeast / Yakutat) Fisheries, and Supplemental Issues Meeting (March 17-20, 2015):

 
A.    IN THE BERING SEA DISTRICT TANNER CRAB COMMERCIAL FISHERY: Consider amending the C. bairdi Tanner crab harvest strategy to change the size of exploitable legal male Tanner crab for the purpose of calculating total allowable catch in waters east of 166° W longitude in the Bering Sea District. C.    IN THE KUSKOKWIM RIVER SUBSISTENCE FINFISH FISHERY:


a.             Consider requiring four-inch mesh gillnets to be operated only as set gillnets in the Kuskokwim River during times of king salmon conservation. (newly assigned Proposal 271 – formerly ACR #6)

 

b.             Consider providing the commissioner of the Alaska Department of Fish and Game emergency order authority to restrict gillnet gear in the Kuskokwim River drainage. (newly assigned Proposal 272 – formerly ACR #8)

 
D.    IN THE YUKON RIVER SUBSISTENCE SALMON FISHERY:

 
a.             Consider changing the date during which drift gillnet fishing for summer chum salmon may begin in the upper section of Yukon River Subdistrict 4A. (newly assigned Proposal 273 – formerly ACR #9)

 

b.             Consider allowing fish wheel fishermen in the Yukon Area to retain king salmon when some harvest is justified based upon inseason run assessment. (newly assigned Proposal 274 – formerly ACR #10)

 
E.     IN THE BRISTOL BAY SALMON COMMERCIAL FISHERY: Consider changing the Naknek-Kvichak District boundary line at Graveyard Point to include two historically fished set net sites. (newly assigned Proposal 275 – formerly ACR #11)

 

F.     IN THE STATEWIDE COMMERCIAL FISHERY GENERAL PROVISIONS: Consider redefining the method used to determine maximum overall length of salmon purse seine vessels. (newly assigned Proposal 276 – formerly ACR #26)

 

The board will continue its work on Proposal 44, tabled at the January 2014 Kodiak finfish meeting during the 2013/2014 meeting cycle. The board tabled Proposal 44 and created the Gulf of Alaska Pollock Work Group to gain greater information on the pros and cons of creating a state waters pollock fishery. Starting in April 2014, and later in October 2014, the Work Group met and accumulated information related to Proposal 44. It is anticipated the board will convene another work group meeting and resume work on Proposal 44 at its March 2015 Statewide meeting.

 

At its 2014 work session the board created the Kuskokwim Subsistence Salmon Panel to meet with Kuskokwim communities and stakeholders to obtain feedback on newly assigned Kuskokwim River Subsistence Finfish Fishery proposals 271 and 272, and Kuskokwim River king salmon subsistence fishing. The work group will travel to the region and convene meetings to gain feedback prior to hearing these proposals at the Statewide meeting in Anchorage in March 2015. The panel may also carry additional observations and recommendations to the Board’s October 2015 work session.

 

The board will hold a special meeting of appropriate regulatory agencies and stakeholders to gain information on newly assigned Proposal 276. The board plans to hold this meeting on a date to be determined at the Southeast and Yakutat Finfish Meeting, February 23 – March 3, 2015, in Sitka, Alaska.

ADDITIONAL PUBLIC COMMENT STANDARD:
 
During a meeting written comments from any one individual or group may be submitted by hand delivery at any time if 28 copies are provided. Individuals not in attendance at a meeting may fax comments to 907-465-6094. As a practical matter, comments submitted after the board begins deliberations on relevant proposals are likely to receive less consideration than comments submitted earlier.
 
Once proposal deliberations begins at meetings, the board will ONLY accept written comments on the topics being considered at the meeting from any one individual or group that are not more than five single-sided pages, or the equivalent number of double-sided pages, unless specific information is requested by the board that requires more pages than allowed under this standard.
 
Each meeting will generally start at 8:30 a.m. on the first day of the meeting dates below unless the board directs a different start time. The public oral testimony period of each regulatory meeting begins after staff reports and continues until everyone who has signed up timely and is present has an opportunity to be heard. The board will take oral testimony only from those who register before the cut-off time announced by the board chair at each meeting. The length of oral statements may be limited to three minutes or less. Anyone interested in, or affected by, the subject matter contained in this legal notice should make written or oral comments to have their views considered by the board. Additional public hearings with board committees may be held during the meeting before proposal deliberation.

ALASKA BOARD OF FISHERIES


 

Notice is given that the Alaska Board of Fisheries will hold a teleconference on Friday, May 16, 2014, at 9:00am – 11:00am.  The purpose of the teleconference is to consider a petition for an emergency regulation submitted by the Kuskokwim Salmon Working Group requesting the board to amend the Kuskokwim Salmon Management Plan (5 AAC 07.365) to limit subsistence gillnets of 4-inch mesh size to setnets only for king salmon conservation in the Kuskokwim River.   

 

The board will not take oral public testimony during the teleconference.  Listen-only teleconference sites will be provided to the public in Anchorage, Bethel, and Juneau at the following locations:
