Alaska Board of Fisheries to Meet in Anchorage, January 31–February 13, 2014 on Upper Cook Inlet Finfish

 

The Alaska Board of Fisheries (board) will meet January 31–February 13, 2014 at the Egan Civic and Convention Center, 555 W. 5th Avenue, Anchorage, Alaska. During this fourteen day public meeting, the board will meet to consider 236 proposals regarding the Upper Cook Inlet region submitted by the general public, fishing organizations, local Fish and Game Advisory Committees, and the Alaska Department of Fish and Game.

 

In addition to submitting written public comments, the board invites the public to give oral public testimony during the meeting beginning January 31. Any person intending to testify must sign up at the meeting site at the Egan Civic and Convention Center in Anchorage. The tentative deadline for signing up is 9:00 a.m. on Saturday, February 1. Public testimony will continue until members of the public who have signed up before the deadline and who are present have been given an opportunity to testify.

 

All portions of the meeting are open to the public and a live audio stream is intended to be available on the Board of Fisheries website at www.boardoffisheries.adfg.alaska.gov. Documents submitted to the board are intended to be posted online throughout the meeting. Copies of advanced meeting materials, including the agenda and roadmap, are available from Boards Support Section, 907-465-4110, or online at: http://www.adfg.alaska.gov/index.cfm?adfg=fisheriesboard.meetinginfo.

 

The board encourages the public to submit written comments on specific proposals and is accepting on time public comment until January 17. After January 17, written public comments are limited to 10 single-sided or 5 double-sided pages in length from any one individual or group. These comments are recorded as record copies (RC) and inserted in board member workbooks at the beginning of the meeting, and accepted until the board begins deliberation of proposals.

 

Once proposal deliberations begin, the board will ONLY accept written public comments not more than five single-sided pages, or the equivalent double-sided pages. The board may relax this requirement if specific information is requested by the board requiring more pages than allowed under this standard. PROPOSAL DEADLINE – 5:00 p.m. THURSDAY, APRIL 10, 2014

 

The Alaska Board of Fisheries (board) is accepting proposed changes to the subsistence, personal use, sport, guided sport, and commercial finfish regulations for the Prince William Sound and Upper Copper/Upper Susitna, and Southeast and Yakutat finfish management areas. Finfish includes salmon, herring, trout, and groundfish.

 

In addition, the board is accepting proposed changes to the subsistence, personal use, sport, guided sport, and commercial shellfish regulations for the Southeast and Yakutat crab (King, Tanner, Dungeness), shrimp, and miscellaneous shellfish, and Statewide (except Southeast and Yakutat) Dungeness crab, shrimp, and miscellaneous shellfish areas.

 

To ensure that the proposal booklets are distributed well in advance of the board meetings and the fishing season, the board has set 5:00 p.m., Thursday, April 10, 2014, as the proposal deadline.

Proposals must be received by the 5:00 p.m. Thursday, April 10, 2014 deadline at the Boards Support Section office in Juneau. A postmark is NOT sufficient for timely receipt.

 

You are encouraged to submit proposals at the earliest possible date through one of three methods. The Board of Fisheries on-line proposal form may be completed at the Boards Support website at http://www.adfg.alaska.gov/index.cfm?adfg=fisheriesboard.forms. Proposals may also be submitted in hard copy through the proposal comment form that may be obtained at the Boards Support website address above or at any Boards Support office. The completed proposal form must contain a contact telephone number and address. Please print or type the individual's name or organization’s name as appropriate. A fax is acceptable and considered an original. Submissions of proposals by email will not be accepted.

 

All proposals are reviewed by the board's proposal review committee prior to publication. Language that is emotionally charged detracts from the substance of the proposal. It may draw opposition that may not be germane to the element(s) of the proposal and may elicit nonresponsive charges from the public/board members. The proposal review committee reserves the right to edit proposals containing offensive language. Proposals published in the proposal book will be referenced with the appropriate Alaska Administrative Code citation and include a brief description of the action requested.

 

Following publication, proposal booklets will be available to advisory committees and the public for review and comment. Those submitting proposals are encouraged to review the proposal booklet at their earliest convenience to ensure proposals are included and accurately portrayed. Noted errors and omissions should be reported to Boards Support immediately.

 

Responsive proposals received by the proposal deadline will be considered by the Board of Fisheries during the October 2014 through March 2015 meeting schedule.

Alaska Board of Fisheries to Meet in Kodiak, January 7–10, 2014 on Kodiak Finfish

 

The Alaska Board of Fisheries (board) will meet January 7–10, 2014, at the Kodiak Harbor Convention Center, 236 Rezanof Drive, Kodiak, Alaska. During this four-day public meeting, the board will meet to consider 19 proposals regarding the Kodiak region submitted by the general public, fishing organizations, local Fish and Game Advisory Committees, and the Alaska Department of Fish and Game. This meeting was previously noticed to run from January 7­–11, 2014, but due to a lower than anticipated number of proposals it will be reduced by one day.

 

In addition to submitting written public comments, the board also invites members of the public to give oral public testimony during the meeting beginning January 7. Any person intending to testify must sign up at the meeting site at the Kodiak Harbor Convention Center in Kodiak. The tentative deadline for signing up will be at 12:00 p.m. on Tuesday, January 7. Public testimony will continue until members of the public who have signed up before the deadline and who are present have been given an opportunity to testify.

NOTICE OF PROPOSED CHANGES IN THE

REGULATIONS OF THE ALASKA BOARD OF GAME

 

Notice is given that the Alaska Board of Game, under the authority of Title 16, Alaska Statutes, proposes to adopt, amend, or repeal regulations in Title 5 of the Alaska Administrative Code, dealing with the use and taking of game.  Regulations subject to board action are in 5 AAC 84, 85, 92, 98 and 99 for the Arctic/Western and Interior Regions including statewide reauthorization of antlerless moose hunts and brown bear tag fee exemptions as described below:

 

For the Arctic/Western Region, Game Management Units 18, 22, 23, and 26A, and the Interior Region Game Management Units 12, 19, 20, 21, 24, 25, 26B, and 26C, the following subject matter areas to be addressed are:

 

A.    TRAPPING SEASONS AND BAG LIMITS for furbearers, including but not limited to: beaver, coyote, mink, marten, otter, muskrat, squirrel, marmot, fox, weasel, lynx, black bear, and wolves.

 

B.    HUNTING SEASONS AND BAG LIMITS for all species including, but not limited to: bison, moose, caribou, black bear, brown bear, Dall sheep, musk ox, wolves, wolverine, lynx, fur animals, small game, unclassified game, and deleterious exotic wildlife.  In addition, the potential for Tier I or Tier II subsistence hunting for each population; and the reauthorization of antlerless moose hunts.

 

C.    LICENSES, HARVEST TICKETS, HARVEST REPORTS, TAGS, FEES, AND PERMITS including, but not limited to: discretionary and required permit hunt conditions and procedures; discretionary trapping permit conditions and procedures; reauthorization of brown bear tag fee exemptions statewide; special provisions for moose, brown bear, and Dall sheep hunts; taking game by proxy, youth hunts, and permits and guide requirements for hunting black bear and brown bear with the use of bait or scent lures, using of game meat for bear bait, and trapping bears.

 

D. HUNTING AND TRAPPING METHODS AND MEANS including, but not limited to: lawful methods of taking game, big game, and furbearers including restrictions to ammunition for taking wildfowl, and prohibiting the use of snares for taking bears.,

 

E.    POSSESSION, TRANSPORTATION, AND USE OF GAME including, but not limited to:  Restrictions to bag limits; evidence of sex and identity including black bear in Unit 20; destruction of trophy value including moose antlers in Unit 20; sealing and salvage requirements including wildfowl in Unit 18 and brown bear taken at bait stations; and purchase and sale of game and parts of game including caribou antlers in Unit 23.

 

F.    GAME MANAGEMENT UNITS: Description of Game Management Unit boundaries for Units 18, 19, and 21, and 26.

 

G.     RESTRICTED AREAS including, but not limited to: areas closed to hunting and trapping; management areas including Minto Flats Management Area, a youth hunt management area in Unit 20, and allowing use of muzzle loading rifles in the Dalton Highway Corridor Management Area,; controlled use areas including Kanuti, Anaktuvuk Pass, Nenana, Glacier Valley Mountain, Wood River, and new Controlled Use Areas in Unit 20.

 

H.  INTENSIVE / PREDATOR MANAGEMENT for all prey populations and populations having a positive finding as identified big game prey populations including predation control areas implementation plans including Units 19, 12, 20; bear snaring in predation control areas; population and harvest objections; and related findings.

 

I.     CUSTOMARY AND TRADITIONAL USES OF GAME POPULATIONS including but not limited to: customary and traditional use findings and amounts reasonably necessary for subsistence uses of game including caribou and muskox.

       

The proposed regulation changes are available on the Board of Game website at www.adfg.alaska.gov/index.cfm?adfg=gameboard.meetinginfo or through the ADF&G Boards Support Section Office at (907) 465-4110.  Other informational documents including intensive management operational plans will also be available on this website.

 

You may comment on the proposed regulations, including the potential costs to private persons of complying with the proposed changes by submitting written comments limited to no more than 100 single sided or 50 double sided pages to the Alaska Board of Game, Boards Support Section at P.O. Box 115526, Juneau, AK 99811-5526, or by fax to (907) 465-6094, or electronic submission at www.boardofgame.adfg.alaska.gov. Comments must be received by 5:00 p.m. December 27, 2013 for the Arctic/Western Region meeting and 5:00 p.m. January 31, 2014 for the Interior Region meeting.

 

Unless otherwise specified for a particular meeting in a published notice, written public comments over 100 single sided or 50 double sided pages in length from any one individual or group related to proposals at any one meeting will not be accepted.  Written comments limited to 10 single sided or 5 double sided pages in length from any one individual or group will be accepted after the two-week deadline, but will not be inserted in the board member workbooks until the beginning of the meeting.

 

Written comments may be submitted to the Board of Game at any time before the proposal is taken up by the board in deliberations, but as a practical matter, written comments should be submitted to the Boards Support Section office at the above address or fax number by the two-week comment deadline to ensure inclusion in the board workbooks. During the meeting, written comments from any one individual or group may be submitted by hand delivery if 20 copies are provided.  Written comments that are submitted are public record and are subject to public inspection.

 

Each meeting will start at 8:30 a.m. on the first day of the meeting dates noted below.  The public hearing portions for each meeting will begin after staff reports and continue until everyone who has signed up and is present when called has been given the opportunity to be heard.  However, state advisory committee representatives may elect to provide testimony at a later portion of the meetings.

 

Additional public hearings may be held throughout the meeting just before consideration and adoption of proposed changes in the regulations. The board will take oral testimony only from those who register before the cut-off time announced by the board chair at each regulator meeting.  The length of oral statements may be limited to three to five minutes, or less.  Anyone interested in, or affected by, the subject matter contained in this legal notice should make written or oral comments if they wish to have their views considered by the board.

The Alaska Board of Fisheries (board) will meet December 5-6, 2013, at the Egan Civic and Convention Center, Hilton Hotel, 555 W 5th Ave, Anchorage, Alaska.  During this two-day public meeting, the  board will meet to consider 8 proposals regarding the Chignik Finfish region submitted by the general public, fishing organizations, local Fish and Game Advisory Committees, and the Alaska Department of Fish and Game. Agenda topics include:  approval of the 2014/2015 meeting schedule, review of the board long term schedule, informational reports provided by the Department of Fish and Game, and administrative issues that may come before the board.

The Joint Protocol Committee of the Board of Fisheries (BOF) and the North Pacific Fishery Management Council (NPFMC) will meet from 9:00 a.m. to 5:00 p.m., Wednesday, June 12, 2013, in Juneau at Centennial Hall.  This committee is made up of three BOF members and three NPFMC members.  No regulatory action will be taken at this meeting.  The meeting primarily offers an opportunity to exchange information. 

 

Agenda topics include: Gulf of Alaska Non-pollock Trawl Chinook Salmon Bycatch Caps, Salmon Bycatch, Gulf of Alaska Trawl Bycatch Management, Restructured Observer Program and Electronic Monitoring, Steller Sea Lion EIS, Pacific Cod and other groundfish proposals to the Board of Fisheries, and miscellaneous state/federal issues. 

 

The committee will take oral public testimony during this meeting.  The testimony is scheduled to follow the “Staff Reports” section of the agenda.  The deadline to sign up for public testimony will also be after the conclusion of the “Staff Reports” section of the agenda.
