State Closes Registration Muskox Hunt RX099 for Cow Muskox in Unit 22D, Kuzitrin River Drainage.

The Alaska Department of Fish and Game will close the winter State Registration muskox hunt RX099 for cow muskox in the Kuzitrin River Drainage in Unit 22(D) at 11:59 p.m. January 13, 2011. The registration hunt for bull muskox in the Kuzitrin River Drainage in Unit 22(D) and hunting by registration permit RX099 in Unit 22(C) and Unit 22(D) Southwest remain open at this time.
The Alaska Board of Game established a Tier I subsistence registration muskox hunt in the Kuzitrin River Drainage in Unit 22(D). The department set an overall 6% harvest rate for muskox in this area with a 2% harvest rate for cow muskox. The harvest rates allow a quota of 17 muskox (up to 6 cows) based on the 2010 population estimate of 285 muskox. Six cow muskox have been harvested and no further cow harvest is warranted at this time.
All other muskox hunting regulations in Unit 22 remain unchanged by this emergency order.

Alexander Creek Pike Removal Project Funded

(Juneau) – The Alaska Department of Fish and Game was recently awarded $635,000 from the Alaska Sustainable Salmon Fund for a four-year program to accelerate efforts to remove northern pike from the Alexander Creek drainage in Northern Cook Inlet. Coupled with funds appropriated by the legislature last session, this award will allow the department to further the objectives of removing spawning northern pike through intensive gillnetting. A program for enumerating king salmon smolt in the area will also be initiated to help monitor the effectiveness of pike removal.

Northern pike, which are not native to areas south and east of the Alaska Range, have been illegally introduced into a number of river basins where they have had very detrimental impacts on other fisheries resources. Alexander Creek in the Susitna River basin is one of the most heavily impacted systems. As an extension of ongoing efforts to gauge distribution and relative abundance of pike within this drainage, a concerted effort will now be made to significantly reduce pike numbers. The overall objective is to restore salmon and resident species populations in this once highly popular fishing destination to long-term sustainable levels that will again provide important sport fishing opportunities.

"We thank the legislature and the local area partnerships for their support of our efforts to reduce the negative impacts of invasive northern pike,” said Charles Swanton, director of the ADFG Sport Fish Division. “The investments made should be returned many fold in terms of economic and social benefits resulting from successful implementation this project."

The proposals generally concern changes to the regulations governing hunting, trapping and the use of game in the Southcentral Region (Region II) - Game Management Units 6, 7, 8, 14C, and 15; and the Central/Southwest Region (Region IV) - Game Management Units 9, 10, 11, 13, 14A, 14B, 16, and 17. Proposals concerning other issues are also included. Members of the public, organizations, advisory committees, and Alaska Department of Fish and Game (ADF&G) staff submitted these

NOTICE OF PROPOSED CHANGES IN THE REGULATIONS OF THE ALASKA BOARD OF GAME

 
The Alaska Board of Game proposes to adopt regulation changes in Title 5 of the Alaska Administrative Code, dealing with the use and taking of game.  Regulations subject to board action are in 5 AAC 84, 85, 92, 98 and 99.  The subject matter areas to be addressed concern Game Management Units 1, 2, 3, 4, and 5 and statewide provisions including, but not limited to the topics listed below.  In addition, the board will also address proposed regulatory changes concerning bear trapping for Units 12, 13, 16, 19, 20, & 25.

 

A.  TRAPPING SEASONS AND BAG LIMITS in Units 1, 2, 3, 4, and 5, including but not limited to: Beaver, black bear, coyote, fox, fisher, lynx, mink, marten, otter, weasel, muskrat, squirrel and marmot, wolf, wolverine; customary and traditional use findings, and the definitions of furbearers and break-away snares.

 

B.  HUNTING SEASONS AND BAG LIMITS in Units 1, 2, 3, 4, and 5, including but not limited to: Black bear, brown bear, deer, elk, goat, moose, wolf, wolverine, fur animals, small game including waterfowl, and unclassified game; customary and traditional use findings, and Tier I or Tier II subsistence hunting.

 

C.  LICENSES, HARVEST TICKETS AND REPORTS, HARVEST GUIDELINE LEVELS, TAGS, FEES, PERMITS, AND permit hunt conditions and procedures in Units 1, 2, 3, 4, and 5, including but not limited to: Hunter education and orientation requirements; taking game by proxy; required permit hunt conditions and procedures; Tier I and Tier II subsistence permits; community subsistence harvest hunt areas; establishment of permit hunts and conditions for any species, permits for hunting black bear with the use of bait or scent lures and reporting requirements; discretionary hunting and trapping permit conditions and procedures including authorities for hunting black bear, brown bear, goat, and sheep; harvest surveys and tickets for deer; and special provisions for black bear drawing permit hunts. In addition, for all units, establishing a new regulation allowing a bonus point system for some drawing hunts.

 

D.  HUNTING AND TRAPPING METHODS AND MEANS for Units 1, 2, 3, 4, and 5, including, but not limited to: Lawful methods of taking game, small game and big game; lawful methods of taking fur animals and furbearers including trap identification requirements, restrictions for using certain traps in residential and recreational areas; the use of snares for taking wolves; and legal distances for setting traps near trails.

 

E.   POSSESSION, TRANSPORTATION, AND USE OF GAME, for Units 1, 2, 3, 4, and 5, including but not limited to: Purchase and sale of game including the sale of black bear hides, and parts; sealing bear skins and skulls; salvage of game meat, furs, and hides; taking cub bears and female bears with cubs; antler size and configuration restrictions; and salvage requirements for black bear and other game.

 

F.   RESTRICTED AREAS, in Units 1, 2, 3, 4, and 5, including: areas closed to trapping, areas closed to hunting, controlled use areas, closures and restrictions in state game refuges, and management areas; and restrictions of bear hunting near bear viewing areas

 

G.  INTENSIVE MANAGEMENT in Units 1, 2, 3, 4, and 5 for all populations having a positive finding as identified big game prey populations; identified big game prey populations findings, predation control areas implementation plans; and methods, means and bag limits for taking predators.

 

H.  BLACK BEAR TRAPPING REGULATIONS for Units 12, 13, 16, 19, 20, & 25 including:  Trapping seasons and bag limits; lawful methods of taking furbearers; black bear trapping requirements; discretionary trapping permit conditions and procedures including identification and checking requirements for bait and snare stations; nonresident and age requirements for black bear trapping;  taking bear with snares and with the use of artificial light; taking bear using bait and scent lures; purchase and sale of game including the sale of black bear hides, meat, and parts; sealing bear skins and skulls; salvage of game meat, furs, and hides; taking cub bears and female bears with cub; and the definition of bucket foot snare.

 

You may comment on the proposed regulations, including the potential costs to private persons of complying with the proposed changes by submitting written comments to the Alaska Board of Game, Boards Support Section at P.O. Box 115526, Juneau, AK 99811-5526.  Comments may also be submitted by fax to (907) 465-6094.  Comments concerning black bear trapping regulations that were already submitted for the October, 2010 meeting do not need to resubmitted.

 

Written comments may be submitted to the Board of Game at any time before the proposal is taken up by the board in deliberations, but as a practical matter, written comments should be submitted to the Boards Support Section office at the above address or fax number by 5:00 pm Friday, October 22, 2010 to ensure inclusion in the board workbooks.  Written comment over 100 single sided or 50 double sided pages in length from any one individual or group relating to proposals will not be accepted.  Written comments submitted after October 22, 2010 will be limited to 10 single sided or 5 double sided pages in length from any one individual or group.  Written comments that are submitted are public record and are subject to public inspection.

 

The public hearing portion of the meeting will begin immediately after staff reports and continue until everyone who has signed up and is present when called has been given the opportunity to be heard.  The deadline to sign up to testify will be announced at the meeting.  The board will take oral testimony only from those who register before the cut-off time.  The length of oral statements may be limited to three to five minutes, or less.  Additional public hearings may be held throughout the meeting just before consideration and adoption of proposed changes in the regulations. An agenda will be posted daily during the meeting.

Do you see the resemblance?

Both men promise they’ll clean up a mess. However, the one on the right wants to do it in Washington as the next U.S. Senator from Alaska.

Joe Miller, a little-known lawyer from Fairbanks, was plucked from obscurity by Sarah Palin’s endorsement. He then surprised the Republican establishment by beating two-term Republican Senator Lisa Murkowski in a tight primary.

Besides having an uncanny resemblance to the Brawny Man, Miller, 43, is a father of eight and a graduate of West Point and Yale Law School. He also earned a Bronze star fighting in the first Gulf War.

When John King asked Miller about comparisons to the Brawny Man, Miller didn't object: "I'm an outdoor activist. I like to hunt, like to fish. The description of the plaid shirt, that's Joe Miller. I'm in a suit today but I'm on camera. But I'm an everyday American, a working class guy that's just trying to turn this nation around."

We’ll have to wait and see how well Miller absorbs political attacks.

NORTHEAST CHICHAGOF CONTROLLED USE AREA (NECCUA) OF CHICHAGOF ISLAND

The department will close the Northeast Chichagof Controlled Use Area of Chichagof Island in Game Management Unit 4 to taking of female deer (does) to allow for the recovery of the deer population. An emergency order (#01-02-10) has been issued to close the doe season in this area at 11:59 PM on Tuesday, September 14, 2010. The closure will remain in effect for the remainder of the State season through December 31, 2010. The Hoonah and Sitka District Rangers will issue a similar closure in the NECCUA, effective September 15, and extending through the Federal subsistence season that runs until January 31, 2011.
Record snowfall during the winter of 2006-07 persisted into late spring, resulting in substantial winter kill of deer. Similar winter weather occurred again in 2007-09, delaying any significant recovery. Continued field surveys in NECCUA this season still indicate a significant reduction in the deer population from previous years. Additional doe harvest, at this time, would jeopardize the future recovery of the population.
Deer surveys in 2010 (mortality, condition assessments, sightings, pellets, tracks and browsing evidence on preferred plants) and radio collaring work confirm a significant reduction in the deer population from years prior to the 2006 storm. Remaining deer are currently scattered at higher elevations but will soon be forced lower by snow. This may allow an increased vulnerability to hunting. Restricting the taking of does will help the population recover at a faster rate.
Those portions of Unit 4 not affected by this emergency order, and not previously closed by emergency order, will remain open. Please consult the 2010-11 Alaska Hunting Regulations for descriptions of hunt areas, boundaries, and season dates.

Nelchina Caribou Permits Update 8.4.10

In an emergency hearing today, Superior Court Judge Carl Bauman has disallowed the 1000 additional Nelchina Tier 1 permits that the Board of Game had approved and the Department of Fish and Game planned to issue beginning Friday.

The Department is researching its legal options at this time.

Meanwhile, Department staff are preparing for the fall hunt.

“We’re concentrating on a hunting season that will open August 10,” said Regional Supervisor Bruce Dale. “Those who originally got a Tier 1 permit can still hunt, and the people who planned on taking part in the Community Harvest program can still hunt.”

The caribou season for hunters who received one of the original 850 Tier 1 permits is open August 10– September 20. Hunters must comply with hunt conditions. Letters explaining the hunt conditions have been mailed to the hunters and are also posted on the Fish and Game website at http://www.adfg.state.ak.us/

In addition, up to 500 Tier 1 permits for the fall hunt will be awarded to hunters who had previously participated in the Community Harvest Program. A list of permittees will be posted on the ADF&G web site Thursday, August 5. Permits will be available Friday August 6 at the Fish and Game office in Glennallen, Palmer, Anchorage, or Fairbanks as listed on the website. Hunters with Cantwell mailing addresses can pick up their permits at the Cantwell Post Office on Friday.

A winter Tier 2 subsistence hunt will still be held from October 21– March 31. Paper and on-line applications are available now and will be accepted through September 30.

Surveys completed this summer showed the harvestable surplus is higher than expected, and the Department had planned to issue an additional 1000 permits to keep the herd within population objectives. The judge’s disallowed the additional permits.

One month before the August 10 subsistence caribou hunting season for Unit 13 was to begin, Judge Bauman issued a final ruling prohibiting all of the hunts approved by the Board of Game for this fall, and ordered the Department to reinstate a Tier II subsistence hunt.

A total of 850 permits had already been issued for the Tier I hunt, and about 500 local users had relied on participating in the “community harvest” hunt. The late date of the court’s ruling did not allow time to distribute and collect applications, score them, notify hunters and distribute the permits necessary to conduct a Tier II hunt this fall, so the State asked for a limited stay of the ruling to allow some fall hunting opportunity, and the Department prepared to reinstate the Tier II hunt for the winter season.

The Nelchina herd has been intensively managed for decades to provide a steady source of meat for users. Last-minute and in-season adjustments to harvest levels based on the most recent survey data are used to keep the herd within population objectives.
